The ICE Agent Who Reportedly Shot Renee Good Was a Firearms Trainer, According to Evidence

Jonathan Ross, the Immigration and Customs Enforcement officer identified by multiple media outlets as the federal agent who shot and killed 37-year-old Renee Good in Minneapolis on Wednesday, is a deportation officer with ICE’s Enforcement and Removal Operations division, according to a Minnesota district court affidavit to WIRED. A member of the Special Response Team, ICE’s version of a SWAT team, he had jobs as a firearms instructor and led teams drawn from several government agencies, including the FBI, Ross testified.

The evidence stems from a December 2025 case related to a June incident related to the encounter that led to Good’s murder.

In June, according to Ross’ testimony, he led a team that wanted to arrest a man named Roberto Carlos Muñoz-Guatemala, who had a warrant to be in the United States without permission. Because the man’s home was across the street from the school and immigration agents did not have authority to enter his home, Ross testified, they instead followed him in unmarked vehicles.

A lawyer for Muñoz-Guatemala did not immediately respond to a request for comment.

According to the December testimony and the New York Times account of an FBI affidavit related to the case, Ross approached Muñoz-Guatemala and asked him to roll down his window and open his door. Ross, who testified that he was driving an unmarked vehicle, wearing green and gray clothing, with his badge on his belt, broke the rear driver’s side window and entered the vehicle, which is where Muñoz-Guatemala drove away.

As he was being pulled over at what he said seemed to be “at least 40 miles an hour, if not more,” Ross pulled out his Taser and fired at the driver. Muñoz-Guatemala continued to drive, managing to shake Ross from the car. At trial, Ross testified that he suffered injuries that required 33 stitches.

According to the affidavit, Muñoz-Guatemala called 911 to report being attacked by ICE, which led to his arrest. Last month, he was convicted of assaulting a government official with a deadly weapon.

Reports from the Minnesota Star-Tribune and The Guardian identified Ross as the shooter who killed Good, a mother and recent transplant in Minneapolis, during an immigration enforcement operation in the city. Video of the incident appears to show the officer shooting at Good’s car as he tried to leave the scene. The officer did not appear to have been hit by the car, and Good was seen swerving to avoid contact, a video analysis by the New York Times and the Washington Post shows.

In a Thursday press conference at the White House, vice president JD Vance answered questions about the incident, and his answers included many details that pointed to Ross, especially related to his dealings with Muñoz-Guatemala. “That ICE officer almost died, dragged by a car, six months ago, 33 stitches in his leg,” Vance said, “so you think maybe he’s a little sensitive about somebody running him over?”

Department of Homeland Security Secretary Kirsti Noem has repeatedly described Good’s actions as a deliberate act of “domestic terrorism.” The FBI’s investigation into Good’s murder is ongoing.

DHS spokeswoman Tricia McLaughlin told WIRED in a statement that the department “will not release the officer’s name. He acted according to his training.” McLaughlin added that federal agents are “constantly threatened by violent insurgents” for “doxxing” and that the Minnesota Star Tribune, which first published Ross’ name, “should remove their story immediately.” According to Ross’ December testimony, he served in the Indiana National Guard and was deployed to Iraq from 2005 to Iraq in 2005 as a truck driver.
