Rahm Emanuel is proposing a 75-year retirement age for government officials

Former Chicago Mayor Rahm Emanuel, a possible White House hopeful in 2028, said Wednesday he wants a 75-year retirement age for the president and other government officials.

“You’re 75 years old: you’re done,” Emanuel, a Democrat, said at the Center for American Progress event. “And that’s going to be in the legislative branch, it’s going to be in the executive branch — including the Cabinet — and it’s going to be in the Supreme Court, and all the federal courts.”

Emanuel, 66, admitted that he will be affected by this proposal if he is elected president in 2028 and wants to be re-elected, as he will be 73 years old at the beginning of the second term.

“I know where I am at my age. Yes, it will work for me,” Emanuel told Politico. “You can’t say ‘this is what I want to do to change Washington, one of the things I want to do’ – but I get a release because I bought it before.”

The proposal would make President Donald Trump, 79, unable to continue serving and would have prevented former President Joe Biden, now 83, from serving his term in the White House.

In Congress, 17 senators and 45 House members are currently 75 or older and will be affected by the rate.

Supreme Court Justices Clarence Thomas, 77, and Samuel Alito, 75, will also be barred from serving on the bench, while Justices Sonia Sotomayor, 71, and John Roberts, 70, are approaching Emanuel’s mandatory retirement age.

“You can’t work in the military, you can’t work in the private sector,” Emanuel told reporters on Wednesday. “Go work on your golf swing, it’s not that good.”

Emanuel, who served as ambassador to Japan under Biden and chief of staff under former President Barack Obama, is reigniting a hot topic during the last presidential election.

Biden, then 81, and Trump, then 78, were both campaigning for a second term ahead of the 2024 election while facing questions over repeated gaffes. Biden eventually dropped out of the race amid pressure to end his campaign to be mentally and physically fit.

Former US Ambassador to the UN Nikki Haley, who ran for the GOP primary in the last presidential election, proposed mandatory mental health tests for politicians over the age of 75 during her campaign.

Emanuel, who was also a member of the House, said that he will push for the law to put a limit instead of trying to amend the constitution. It’s unclear whether that proposed law would be constitutional, and it would be difficult to find support in Congress where the median age of senators is 64.

He said the age limit would be part of a broader demand for “perfect behavior, persuasion.” [and] “anti-corruption reforms” across the federal government that he said would include bans on lawmakers and judges accepting and trading stocks. He wants the Democratic Party to push that proposal as part of a central message that includes raising the minimum wage.

“You have the president of the United States, in my opinion, who has expanded and deepened the swamp. Our job is to remove the swamp as Democrats,” said Emanuel. “Not a day goes by without reading a story about his family, [Commerce Secretary Howard] The Lutnick family or [Special Envoy Steve] The Witkoff family makes money.”
