Ukrainian President Volodymyr Zelenskyy announced on Sunday that new talks involving Ukraine, the United States and Russia would take place this week, as Kyiv pressed for progress in ending the war while Moscow continued strikes across the country.

Writing in X, Zelenskyy said meetings are scheduled for Wednesday and Thursday in Abu Dhabi.

“Ukraine is ready for a serious discussion, and we are interested in ensuring that the outcome brings us closer to the end of the real and dignified war,” Zelenskyy wrote.

The announcement comes as Russia has stepped up attacks on Ukraine’s energy infrastructure and supplies, worsening the situation for civilians as winter temperatures drop.

Ukrainian officials say Moscow has repeatedly targeted electricity grids, heating and water systems throughout the nearly four-year war, a campaign Kyiv has described as an attempt to use winter conditions as a weapon against civilians.

Authorities have warned that Ukraine is facing one of the coldest periods of the season, with temperatures in some areas expected to drop to minus-22 degrees Fahrenheit, according to the State Emergency Service of Ukraine.

President Donald Trump said late last week that Russian President Vladimir Putin had agreed to temporarily halt strikes in Kyiv and other cities amid extreme cold.

“I asked President Putin not to fire on Kyiv and the cities and towns for a week during this … unusual cold weather,” Trump said at a White House Cabinet meeting, adding that Putin “agreed to that.”

The White House did not provide details about the timing or scope of the pause, and Ukrainian officials have expressed skepticism about Russia’s intentions.

Zelenskyy said on Thursday that key obstacles to a peace deal had not been resolved, including the future of Ukraine’s disputed territory and Moscow’s demands for unclaimed land.

Russia struck Ukrainian power plants in several regions on Thursday, Zelenskyy said, although he noted that no such strikes occurred overnight. He added that Russian drones and missiles continued to hit residential areas and transport facilities across Ukraine.

Trump interpreted Putin’s acceptance of the ceasefire as a concession, but Zelenskyy questioned whether Moscow had a genuine interest in ending the war as the offensive approaches its fourth anniversary on February 24.

“I do not believe that Russia wants to end this war. There is a lot of evidence against that,” Zelenskyy said on Thursday.
