PNP-ACG Ramp Up Cyber Defense Training with PH FEFF Super App

The Philippine National Police Anti-Cybercrime Group (PNP-ACG) has stepped up its drive to fight digital currency crime with its launch The cybersecurity and fintech handbook and the renewal of its partnership with Gcash. The event also launched the Scam Help Hub, a project aimed at facilitating the quick and easy filing of Scam reports with a simple QR code. These major steps are aimed at perfecting law enforcement efforts in dealing with wanted cyber fraud and scams for timely and organized action.
The PNP-ACG and Gcash renewed their memorandum of agreement (MoA), first signed in 2022, which established a framework for cooperation in cyber awareness, capacity building, and information sharing.
This confirms the shared commitment of both institutions to manage financial cybercrimes and to strengthen consumer protection amid the continued growth of digital payments.

The booklet will be issued to the regional units through virtual meetings and video modules, equipping them with the PNP’s ongoing modern strategy and the national government’s cybersecurity plan (NCSP) 2023-2028. Developed by the Department of Information and Communication Technology (Diction), the NCSP sets policy guidelines for a safe and active cyberspace in the Philippines.
This joint effort also comes on the heels of the recently issued rules and regulations (IRR) of the Anti-Fraud Account Act (Afasa), a new law passed in July 2024 that aims to reduce online scams and fraudulent financial activities.
Afasa targets serious financial crimes such as social engineering and money laundering, while empowering institutions such as the bangko sentral ng Pilipinas (BSP) to investigate suspicious financial activities. The cybersecurity and fintech handbook seeks to help reinforce these regulatory updates by helping police officers better understand and apply the provisions under AFASA.
Reporting scams made easy with QR
The event also marked the launch of the Scam Help Hub (SAH), a new platform that facilitates community reporting.
The SAH QR code links users to the GCash Sah website, a platform where victims of online crime can file police reports, get help, and document the claims process under Gcash’s Express insurance.
This system ensures a more coordinated response between PNP-ACG and Gcash in handling fraud complaints and supporting affected users.

These efforts complement ACP-ACG’s broader educational campaigns designed to build digital awareness among law enforcement and the general public.
“Technology will continue to evolve, and criminals will continue to adapt,” Brig. Gen. Yang was added. “These initiatives will help in the long journey of strengthening our cyber defenses. What matters is that we move forward together with strong strength, clear direction, and deep resolve.”
The group reminded that although the SAH QR code is still being prepared for deployment, any incidents of cybercrime and fraud can still be reported through Pnp-ACG’s Hotline 1326 or through GCCASS’s App Center or through any official customer support section or through any official customer support channel.
