Meanwhile, Democrats on Capitol Hill moved to sharpen an agenda focused on weakness before the midterms, including a proposal to address rising housing costs.

Schiff said his call to expand the supply of affordable housing is an important step in addressing what he says is an existential problem posed by Trump’s policies, whether it’s cracking down on immigration.
