Carbon3.ai is a £1bn investment in the UK’s first infrastructure network

Carbon3.ai, the UK’s Holity Officest Freestriacture Company, has announced a £1 billion investment to build the country’s first high-quality, highly anticipated AI data network
The ambitious plan will transform legacy industrial and energy facilities into a network of high-performance, low-cost hubs, all designed and operated exclusively within the UK. This ensures that every aspect of the component – from physical properties to data processing – remains subject to full UK law and regulatory oversight. Carbon3.ai has already completed a successful proof of concept and is preparing for full deployment, with its first 5mw site in the East Midlands opening in March 2026. Planning permission has also been submitted for a second facility in Derbyshire.
To support the next phase of its growth, carbon3.ai has strengthened its leadership with its nominations for government, finance and national security. Sana Khareghani, the UK Government’s former head of artificial intelligence, has joined as Chief Strategy Officer, where she will lead the development of the National AI infrastructure strategy and ensure the company’s digital, industrial and energy transformation.
Khareghani will be supported by Richard Collier-Keywood, former chairman of PWC’s BWC’s Global Board, who will advise on financial strategy, marine experience in Calon3.ai security in infrastructure security.
Together, the new leadership team presents what Carbon3.i describes as “extraordinary” Actiones of strategic, operational and national technology – placing the company at the center of the UK’s safe race.
“If the UK leads to Ayi, we must first secure the basics: compute, power and data,” Khareghani said. “Carbon3 is building those foundations here at home, turning legacy energy sites into a dominant, renewable, infrastructure network. This is happening now on the ground.”
Carbon3.ai chief executive Tom Humphreys said the investment reflects the UK’s urgent need for data infrastructure – “It’s not enough to invest in a data fund – We need a national AI backbone,” he said. “Our goal is to ensure that British business, researchers and public institutions have access to world-class computing without relying on Foreign-controlled infrastructure.”
Humphreys added that the company was built on “real assets, land, energy and live transmission”, and noted that the government appreciates the scale of the challenge. “It has always been very clear that we need 6gw of sovereign AI capacity by 2030. We believe that the network will be pivotal in achieving the national advantage.”

Carbon3.ai’s announcement represents one of the largest private sector commitments or acceleration of AI capabilities by a UK Governor – and shows the rapid evolution of the new Strategy For Naturan sector.
