The alliance signs Ukraine’s security guarantees and US support agreement

The UK and France signed a declaration on Tuesday pledging troops to Ukraine under a future peace agreement and security guarantees supported by the US and its allies.

The declaration was adopted in Paris by the Coalition of the Willing and sets out what leaders say is a framework for lasting peace between Ukraine and Russia, set out in international law and the principles of the United Nations Charter.

Russia’s full-scale invasion of Ukraine in 2022, started Europe’s biggest conflict since World War II.

The new deal says Ukraine’s sovereignty and its ability to defend itself are non-negotiable aspects of any peace deal and warned that its defense is essential to its security and the wider Euro-Atlantic stability.

Under the plan, an international force will be deployed in Ukraine once the ceasefire ends, aimed at preventing any Russian aggression and supporting the reconstruction of the Ukrainian military.

The force will be led by Europe with proposed support from the US

The declaration also commits the Alliance to security guarantees that will be implemented once the ceasefire begins.

This includes a commitment to support Ukraine militarily, diplomatically and economically in the event of an armed attack by Russia.

The key role of the US is reflected in the plans for the ongoing monitoring mechanism, the US-led ceasefire and verification mechanism, and contributions from our partners.

The US will participate in a special commission to manage ceasefire violations, impose responsibility and determine solutions.

The coalition members also agreed to continue long-term military support to Ukraine and committed to defense cooperation, including training, defense production and intelligence sharing.

The leaders also announced the creation of a permanent US-Ukraine-Coalition liaison cell based at the Coalition headquarters in Paris.

The announcement was revealed at a joint press conference by French President Emmanuel Macron, Ukrainian President Volodymyr Zelenskyy and UK Prime Minister Keir Starmer.

This follows talks in Paris attended by Jared Kushner and the US special envoy, Steve Witkoff.
