The UK will invest more than £1bn in transport and infrastructure for the Universal Studios Bedford theme park

The UK government is preparing to commit more than £1 billion in taxpayer-funded infrastructure support to the development of a new theme park in Bedfordshire, as part of efforts to secure Europe’s first theme park for entertainment company Comcast.
The investment package, which will mainly fund improvements to transport and surrounding infrastructure, is much larger than the £500 million expected to be allocated to the project. The funding is part of wider preparations for the construction of Universal Studios Bedford, a multi-billion pound attraction planned for a 500-hectare site in the brick-and-mortar area.
The development will be operated by Universal Destinations & Experiences and is expected to be Europe’s largest theme park when it opens.
The project represents the most ambitious tourism investment in the UK for decades. The government sees the resort as a catalyst for economic growth, regional revitalization and international tourism.
According to estimates from Comcast, the new park could bring economic benefits of up to £50 billion to the UK over its lifetime. The attraction is expected to attract millions of visitors every year once it is operational.
Prime Minister Keir Starmer has hailed the project as a landmark investment in Britain’s tourism economy. Comcast’s decision to locate the park in Bedfordshire instead of mainland Europe was widely seen as a significant political and economic victory for the government.
The company, which owns broadcasters Sky and NBC, reported pre-tax income of $25.7 billion on revenue of $123.7 billion last year.
Most of the government’s financial contribution will be directed towards improving the infrastructure around the resort rather than funding the park itself.
Transport projects expected to benefit from this investment include the development of Wixams railway station, and major road improvements including new direct roads connecting the development to the A421.
Officials say the development will bring broad benefits to the region, supporting housing development, transportation and broader economic activity beyond the park.
Sources involved in the negotiations say the payback period for the taxpayer investment is expected to be short compared to other major infrastructure projects, likely to be measured in years instead of decades due to the anticipated increase in tourism and local spending.
Planning permission for the project has already been expedited through a special development order issued by the government in December.
The facility was designed to minimize delays and ensure construction could begin quickly, with the resort scheduled to open in 2031.
The development will cover approximately 500 hectares and is expected to include rides, themed attractions, hotels, entertainment venues and retail.
Officials believe the park could become one of the most important tourist destinations in Europe, competing with the biggest resorts in France and Spain.
The level of development means that it is expected to create significant employment opportunities.
Construction of the park is predicted to support around 20,000 jobs during the construction phase. Once the attraction opens, approximately 8,000 permanent roles are expected to be created.
Developers estimate that around 80 per cent of those jobs will be filled by workers from the surrounding region, bringing a huge employment boost to Bedfordshire and neighboring counties.
This development is expected to stimulate other economic activities in all sectors of tourism, retail, transport and tourism.
The theme park is already influencing other infrastructure projects in the region.
Nearby London Luton Airport received planning permission for expansion last year, with documents pointing to the expected growth in visitor numbers associated with the new resort.
Local authorities and developers are also exploring additional housing and commercial developments throughout the area in anticipation of increased economic activity.
Early concerns about water supply and environmental impact are also addressed as part of the project planning process.
Anglian Water has raised questions about whether the existing infrastructure can cope with the demands of the huge park.
In response, developers have confirmed that a new water treatment plant will be built to improve resilience across the region’s networks.
The facility will be designed and built by Veolia and will significantly reduce the amount of water used by the resort while reducing waste water discharge into the local system.
Project leaders say the plan will also help ensure that the surrounding infrastructure is protected from the increased pressure caused by the attraction.
Universal Destinations & Experiences said the development would bring long-term benefits to the UK economy and transform the local area.
In a statement, the company said the project will attract millions of new visitors, create thousands of jobs and support the regeneration of the region.
“Projects of this scale require a close relationship with national governments and we continue to communicate effectively with them in the next steps,” the company said.
A spokesperson for the Department of Culture, Media & Sport confirmed that discussions between the government and Comcast are ongoing.
“Further details on government support for the Universal theme park and recreation area in Bedford will be announced at a later date,” said the department.
When completed as planned, Universal Studios Bedford will be the largest theme park in Europe and the largest entertainment development ever built in the UK.
